Permitted Working Hours
Permitted working hours within City limits, in accordance with the City of St. Albert Noise Bylaw 31/2006, are the following:

Under special circumstances, the City may grant an exemption to permitted working hours as per Part 4 of the Noise Bylaw.
The City of St. Albert offers a high quality of life to residents. This high quality of life is due to many factors, one of which is freedom from disruptive noise at key times during the day and during the week. Minimizing unnecessary noise for residents is a priority for the City. The restrictions on noise are outlined in the City’s Noise Bylaw, which can be found in the Bylaw section of the City website.
The City is also committed to economic growth, safe roads, sidewalks and pathways, and increased housing options for residents. These additional priorities mean the City sometimes grants permitted exemptions to the Noise Bylaw where appropriate, over a very limited duration.
Why are exemptions sometimes necessary?
During the busy construction season, several factors might lead to an exemption. These factors include many operational requirements, but are not limited to, the following:
- Concrete must be poured within certain temperature parameters, often in a single session. Sometimes large pours must begin earlier than usual, so the pour is complete before temperatures become too hot or to adhere to safe operational requirements. The same is true for asphalt paving or other activities.
- In areas that are not yet serviced with power, generators must be used in place of electrical outlets, which create additional noise when they are in use.
- When weather conditions prevent construction from taking place for extended periods, construction falls behind schedule, and exemptions are granted to enable workers to catch up and get the project back on schedule.
During the winter, different factors can lead to an exemption. These factors include safe operational requirements, but are not limited to, the following:
- Accumulations of snow on roads, sidewalks, trails and parking lots must be cleared so people can travel safely to and from locations across the city.
- When snowfall is heavy, sometimes work must take place overnight so road, sidewalk, trail and parking lot conditions are safe for the morning commute.
The City attracts over 90 Special Events to the community throughout the year, and a few of them may require an exemption to permitted work hours due to the nature of the event, such as Fireworks during Canada Day.
The City does not make decisions to grant exemptions lightly and strives to balance operational needs and community well-being. When exemptions are granted, they reflect the need for important work to take place. The exemptions also include reasonable limits to minimize the disruption taking place.
