Cannabis Retail Store Regulations and Information
Cannabis Retail Stores in the City of St. Albert are either Permitted or Discretionary depending on the location. For complete regulations, please refer to Land Use Bylaw 18/2024.
The Cannabis Retail Store Development Permit Application Checklist outlines all the information necessary to formally accept, evaluate, and provide a decision on an application. Applications and materials submitted must be clear, legible, and precise (sketches are not acceptable).
Note: Only applications that are deemed complete will be accepted.
Applications for a Cannabis Retail Store
A complete application package for a Cannabis Retail Store must include the following:
- Cannabis Retail Store - Development Permit Application Checklist
- Application for Development Permit
- Application for Building Permit
- Owner’s Authorization Form
- Fees payable by cheque or credit card authorization only and required at time of application (Approx: $424.28 - Please check Master Rates Bylaw to confirm) - Fees will not be processed until the submission is deemed complete.
- All required plans and drawings.
- When submitting in person/courier, please include two (2) paper copies of all required plans and drawings.
How to Submit Your Application
Applications will only be accepted by one of the following methods:
- In-person
- By courier
The Development Officer may require additional plans and information considered necessary to properly evaluate the proposed development, as per Section 3.3(4) of Land Use Bylaw 9/2005.
Cannabis Retail Store Permit Application Intake Process
Business Licence Applications
Cannabis Retail Stores are also required to obtain a St. Albert Business Licence. Applications for Business Licences will only be accepted after applicants have been issued a development permit.
Fees payable by cheque or credit card authorization will be required at the time of application. The licensing fee for a Cannabis Retail Store is $865.00, as per Schedule “A” of Business License Bylaw 43/2000; however, applications submitted after May 1 will receive a discount of 25%, and those submitted after September 1 will receive a discount of 50%.
