Community Capital Program Grant

Through the Community Capital Program Grant, the City of St. Albert provides a source of funds for eligible capital projects to be undertaken by eligible not-for-profit community groups that provide broad and inclusive recreational, cultural or social services with the City of St. Albert. 

This grant may provide up to one-third of the total project budget. 

Application Intake Details

Application intake is in the spring of each year. After spring intake if funding remains unallocated, additional applications will be considered on a first come first serve basis up until October 31 of each year. 

Please make sure you meet with the Administrator for this grant program prior to applying to ensure project eligibility. Contact civicgrants@stalbert.ca to arrange for an appointment. 

Groups must apply for the grant prior to starting work on their project. 

Applications are now being accepted on an ad hoc basis, subject to available funding.

Applicant Eligibility

St. Albert based not-for-profit groups in good standing with the provincial government for a period of five years where the primary mandate is to provide sports, recreation, arts, cultural, family or community services.

Non-St. Albert based organizations providing a service within or outside of St. Albert to St. Albert residents may receiving funding consideration if a similar service is not offered in St. Albert.

Organizations/entities whose funding, activity, or program is the mandate or responsibility of the following provincial ministries are ineligible for funding:

  • Education 
  • Advanced Education 
  • Health 
  • Housing 

Organizations are eligible to receive funding once every two years.

Organizations must be up to date on all required reporting from previously allocated civic grants.

Facility Eligibility

  • Indoor and outdoor facilities used for sport, recreational, cultural, social, or community services.
  • The facility and/or area must be located within the City of St. Albert city boundaries.
  • The facility must be under the organization’s jurisdiction or have written approval from the owner and be accessible to the public through land ownership, long-term lease or another instrument of occupation.
  • School playground developments and replacements are eligible to apply for a maximum grant of $100,000 per playground (while still adhering to a maximum grant of up to 1/3 of the total project cost).

Eligible Projects/Expenses

  • New construction, expansions, renovations, or replacements projects are eligible.
  • Project must not have commenced prior to application for Community Capital funding.
  • Capital purchases with a value exceeding $10,000 and a life expectancy of 10+ years are eligible for funding.

Assessment and Evaluation Criteria

Applications are reviewed to ensure eligibility for both the project and the applicant.  Funding allocations take into consideration total funding requested by all applicants and the total budget for this program. Higher priority is given to emergent need to sustain a base provision versus enhancements.  Financial health of the organization and sustainability for both the project and the organization are also reviewed.

Prior to preparing your application, applicants are strongly encouraged to contact the grant administrator at civicgrants@stalbert.ca to discuss their proposed project. 

Once project and applicant eligibility has been confirmed, please refer to the “application checklist” to review required documents that must accompany the application.

Applicants should note that the following documentation will be required for submission along with your application: 

  • Organization Information: List of Board & Executive Members, Previous Year Financial Statement, Copy of Organizational Approval Motion, Letters of Support for this Project from the Community, Copy of Certificate of Incorporation.
  • Project Information: Project Description Details, Detailed Breakdown of Project Cost Estimates (including quotes), Detailed List of Project Funding, Post Project Yearly Operating Budget (if changes anticipated), Land Owner Letter of Support and copy of lease agreement (if applicable).

Frequently Asked Questions

My organization received a Community Capital Grant two years ago but we haven’t submitted our reporting yet.  Can we apply for a new project? 

  • No.  Although you meet the frequency eligibility requirement which is one grant every two years, all reporting from previous grants must be complete and received by the city prior to being eligible for a new community capital grant. 

We have already started our project but now find we will be short budget dollars.  Can we apply for the grant to allow us to complete the project? 

  • No.  Projects must not have been started prior to application for this grant.  Groups are strongly encouraged to ensure all funding is secured prior to starting any project.
