These could include parcels registered for residential or non-residential buildings.

Comments 322 lots were registered at Land Titles in 2025, a decrease from 427 lots in 2024. However, applications were received to create 653 lots in 2025 compared to 473 lots applied for in 2024, indicating strong development interest despite lower registrations during the year. Overall, the trend suggests a cyclical pattern in lot registration activity, influenced by external market conditions such as population growth, migration trends, construction costs and labour availability.
Permits Issued The indicator measures the number of permits issued, including building, mechanical, electrical, plumbing, gas, propane and HVAC.

Comments The City issued 7,050 permits in 2025, continuing the strong upward trend in permitting activity. This represents a 2.5 per cent increase compared to 2024 (6,877 permits) and is the highest number of permits recorded since 2008. The sustained increase reflects continued development and construction activity in St. Albert.
Building Construction Value The indicator measures the total dollar value of new building construction proposed as recorded by permits granted for residential, industrial, commercial, and institutional.
Note: These totals also include construction value from permits issued for renovations.

Comments In 2025, the total building construction value was $341.9 million (Q1: $88.3M, Q2: $114.4M, Q3: $76.2M, Q4: $62.9M). This is lower than the $464.7 million recorded in 2024 but remains significantly higher than pre-2024 levels.
While construction activity slowed compared to 2024’s record pace, 2025 continued to reflect strong development investment across the community.
Renovation Construction Value The indicator measures the construction value from residential, commercial, industrial, and institutional building renovations as recorded by building permits issued.

Comments In 2025, renovation construction value totaled $62.0 million (Q1: $6.7M, Q2: $26.1M, Q3: $20.5M, Q4: $8.8M). This is higher than the $44.1 million recorded in 2024, representing an increase of approximately 41 per cent.
Renovation activity remained strong throughout 2025, with the highest quarterly value recorded in Q2. Overall, renovation construction values in 2025 reflect continued investment in residential, commercial and institutional building improvements across the city.
