The indicators in this section relate to the City’s efforts to maintain high-quality standards for land use and development permitting, compliance and construction.

Lots Registered at Land Titles

The indicator measures the number of lots subdivided, registered and recorded with Alberta Land Titles annually. These could include parcels registered for residential or non-residential buildings.

Permits Issued

The indicator measures the number of permits issued, including building, mechanical, electrical, plumbing, gas, propane and HVAC.

In 2024, 6,877 building and mechanical permits were issued, the highest number recorded since 2008. The number of permits issued in 2024 represents a significant increase of approximately 21 per cent compared to 2023, continuing the upward trend observed since 2020.

Building Construction Value

The indicator measures the total dollar value of new building construction proposed as recorded by permits granted for residential, industrial, commercial, and institutional.

Note: These totals also include construction value from permits issued for renovations

In the first half of 2025, the total building construction value reached $202.7 million (Q1: $88.3M, Q2: $114.4M). This is lower than the $257.1 million recorded in the same period of 2024, but remains above $91.7 million in 2023. While activity has eased compared to last year’s record pace, construction value in 2025 is still trending significantly higher than pre-2024 levels.

Renovation Construction Value

The indicator measures the construction value from residential, commercial, industrial, and institutional building renovations as recorded by building permits issued.

In the first half of 2025, renovation construction value totalled $32.7 million (Q1: $6.7M, Q2: $26.0M), compared to $8.7 million in the same period of 2024. This represents a 276 per cent year-over-year increase, with Q2 2025 showing particularly strong growth.

Non-Residential Taxable Assessment Base

The indicator measures non-residential taxable assessment as a percentage of the total taxable assessment base. It includes industrial and commercial properties within St. Albert. This metric is distinct from the "Tax Split," which refers to the proportion of tax revenue collected from each property class.

Comments

This metric is used to compare with other mid-sized municipalities. One of St. Albert's long-term goals is to increase this base through development, such as the Lakeview Business District. The rate rose from 8.85% in 2008 to 14.80% in 2023, showing steady growth and recent stabilization.
