
Eligibility Criteria
Community-Focused Commemorative Lighting
Community applications must be submitted by community members or a not-for-profit community organization with a local presence and be community-focused. These requests should relate to celebrating and building community spirit, and must be received at least four weeks prior to the requested date.
Community applications can only request lighting for one instance (i.e., one day). Requests are processed in the order they are received and considered on a case-by-case basis. While the intent of lighting City facilities is to provide a voice for the community, this must be balanced with the understanding that the public will believe the City supports the issues for which the infrastructure is lit.
Eligible Bookings
Bookings will be allowed if they support an event of national or international significance, a local festival or event that positively impacts local community spirit, or a local, national, or international awareness issue that builds community.
Ineligible Bookings
The City of St. Albert respectfully declines requests that meet one or more of the following:
- A request submitted by an organization without a local presence (e.g., a branch, office or chapter located or actively working within St. Albert or the Edmonton Metro Region)
- A request that is personal in nature (e.g. a birthday, wedding, anniversary, or death of a family member)
- A request that is political in nature, whereby the City of St. Albert could be perceived as supporting or advocating for a political platform, candidate or party.
- Any request that is an attempt to influence or augment contractual or bargaining-related processes of any order of government and/or government agency, board or commission; social change by encouraging and/or supporting demonstrations, and/or protests on a political or social issue including attempts to advocate for changes to any issue involving the City of St. Albert (e.g., delivery of City programs).
- Requests that create duplication of intent in a time-limited period and restrict access for other community requests (e.g., requests to celebrate graduations or convocations for individual post-secondary institutions or high schools) — rather, these may be supported through a themed day (e.g., a shared congratulatory lighting booking for all graduates)
- A request for annual commemoration in perpetuity for mass-casualty incidents with a deep local connection to St. Albert as a community (e.g., the Humboldt Broncos bus crash, the downing of Ukrainian Airlines Flight 752). The City may, at its sole discretion, offer commemoration, upon request by the relevant community group, for each of the years 1-5, 10, 25, and 50.
- Members of the public may request certain lighting colours, but the final colours are at the sole discretion of the City of St. Albert. No more than one date will be considered for community requests.
- Where an item may otherwise qualify but relates to an area where there is an active geopolitical conflict, and the lighting of City infrastructure in national colours may be perceived as the City of St. Albert taking a political position, the City may, at its sole discretion, alter a request and light City facilities in white to symbolize peace. The City of St. Albert can proactively initiate this change.
Emergent items
As a City asset, the City of St. Albert reserves the right to re-prioritize, re-book or cancel commemorative lighting bookings to address emerging matters of international, national or local significance.
Cancellations and Errors
Where a request to light the infrastructure had to be cancelled, or the City made an error, the City may, at its sole discretion, light the infrastructure for an organization or event in a subsequent year on a priority basis.
