That’s a Wrap on 2023 Construction!
Construction is an integral part of the City’s work to enhance buildings, roadways, utilities, facilities and parks, while addressing the needs of a rapidly growing community. As construction season is now complete, let’s take a look back at some of the projects the City worked on in 2023.
Fountain Park Recreation Centre Lifecycle
Fountain Park Recreation Centre re-opened to the public on July 31, 2023 after temporarily closing its doors in May 2022. The facility, which was built in 1978, required major necessary lifecycle repairs and replacement work to address building operating systems that had reached the end of their lifespan.
While the initial closure in 2022 was extended due to the structural issues uncovered during early work on the project, the Construction Management delivery model that was utilized allowed for a nimble response to this discovery. Phase 2 work, originally planned for 2024, was expedited and completed in conjunction with the structural slab repairs. The efficiencies gained from a single closure of the facility reduced both the overall project costs and the closure duration required to complete Phases 1 and 2.

Ray Gibbon Drive Improvements
The twinning of Ray Gibbon Drive has been a priority for residents, businesses and other stakeholders in the region. Phase 2 of the Ray Gibbon Drive improvements were completed in 2023 resulting in the corridor being widened to four lanes from the boundary of Phase 1 (north of LeClair Way) to north of the intersection of Meadowview Drive/McKenney Avenue. Additionally, the multi-use trail under the bridge (on the south side of Sturgeon River) was redesigned and raised to help mitigate seasonal high-water levels and past closures of the trail.

Sturgeon Reservoir and Pumphouse
The Sturgeon Heights Reservoir and Pumphouse, located at 37 Sunset Boulevard, is the main St. Albert reservoir which receives water from the City of Edmonton supply line and works with the two other structures in the community to distribute potable water to St. Albert residents, schools, and businesses.
Long-term reliable and safe distribution of potable water for the community required the structure to be rebuilt. Construction began earlier this year with completion anticipated for fall 2024. Activities underway or completed this year include:
- Excavation for the new reservoir
- Construction of structural base slab
- Construction of reservoir cell walls
- Construction of reservoir roof slabs and pumphouse floor slabs
- Pumphouse structure
- Installation of utility services on site
Larry Olexiuk Field Turf Replacement
After reaching the end of its effective service life, the artificial turf on Larry Olexiuk Field at the Riel Recreation Park required replacement. Work on the project included:
- Removal and disposal of the existing synthetic turf
- Laser grading and compaction of the finishing stone
- Installation of a new shock pad
- Installation of new synthetic turf carpet, including line markings
- Installation of crumb rubber infill
During this design of the turf replacement, specific guiding documents published by the Synthetic Turf Council were employed for improved resilience of the new surface and to provide a safer product for all users of the field.
North St. Albert Trail Corridor
Construction improvements on North St. Albert Trail reached a significant milestone with the completion of Phases 1 and 2 this year. Additional north-south vehicle travel lanes, intersection improvements, curb and gutter installation, sidewalk/trail construction on both the west and east sides of St. Albert Trail, and supplemental utility work to urbanize the roadway from Giroux Road northward to the north side of Everitt Drive and Jensen Lakes Boulevard was completed.
Funding for Phase 3 from Everitt Drive North to north of future Fowler Way is in place for on-site commencement in 2024 and is estimated to be complete over two construction seasons (2024 / 2025).
EV Charging Stations
With grant funds awarded from the Electric Vehicle Charger Program and Zero Emission Vehicle Infrastructure program, 24 Electric Vehicle Charging Stations were successfully installed at four City of St. Albert locations:
- Servus Credit Union Place (8)
- Naki Transit Centre & Park and Ride (4)
- St. Albert Place (6)
- Fountain Park Recreation Centre (6)
The new locations, completed in June, supplement the two other City-run charging stations at Fire Hall #1 and the St. Albert Business Centre.
