Council Briefs for December 4th
Council Briefs are provided for the benefit of community members with the intent of giving a short, informal report on what occurred at Council Meetings. Civic Agency Appointments
Council supported the recommendation that members of the public be appointed to the City of St. Albert civic agencies; and, that previously appointed and newly appointed Assessment Review Board members be assigned to specific Local and Composite Assessment Review Boards for terms effective January 1, 2018 as specified in the attachments "Public Appointments to St. Albert Civic Agencies" and "Assignment of Assessment Review Board Members to Specific Boards" to the “Civic Agency Appointments” agenda report dated December 4, 2017.
Alberta Resource Recovery Centre Memorandum of Understanding
Council directed Administration to continue discussions with Alberta Resource Recovery Centre stakeholders to ensure that all the business, planning, and related factors have been considered and stakeholder partners have been engaged before a Memorandum of Understanding (MOU) is drafted; and, to provide a further update to Council by the end of Q3, 2018.
Council Motion: SDAB Council Appointed Member
Council supported a motion to amend the SDAB bylaw to remove the requirement to have a Council-appointed position and to add one public member in its place.
Bylaw 47/2017 – Amendments to Subdivision and Development Appeal Board
Council passed Bylaw 47/2017 being amendment 5 to Bylaw 20/95 Subdivision and Development Appeal Board. Bylaw 20/95 Subdivision and Development Appeal Board has been amended to indicate that all seven members of the Subdivision and Development Appeal Board (SDAB) shall consist of residents of the city and the requirement for one Councillor to sit on the SDAB be removed.
Emergent Item: Women Building Futures
Council supported a motion to approve that $4200 be added to the operating budget to fund one student in the Woman Building Futures program.
Council Motion: Appointment to Subdivision and Development Appeal Board (SDAB)
Council supported a motion that Sean McRitchie be appointed to the Subdivision and Development Appeal Board for a two-year term, effective January 1, 2018.
Council Motion: Survey Processes
Council did not support a motion to direct Administration to provide Council a report, by Q2 2018, that determines the weaknesses in the current survey processes and questions, including the 2016 survey that provided contradictory levels of support for the branch library, arena and pool than was found in the recent 2017 plebiscite, and provide a list of how public feedback surveys will be improved immediately going forward.
Council Motion: Edmonton Handibus Stops
Council supported a motion to direct Administration to determine and implement by Q2 2018, a minimum of 2 additional Edmonton handibus stops, in addition to the planned west end route expansion, which could be included using the existing resources, and consider potential higher demand locations beyond the current regular bus routes if demand justifies it and budget permits.
Council Motion: Schedule C – Sign Regulations
Council supported a motion to direct Administration to draft a bylaw to amend Section 18(e) of Schedule C – Sign Regulations Bylaw, to reinstate the limitation that is applied to C2, RC and CC districts only.
Council Motion: Encroachment onto Public Property
Council supported a motion to direct Administration to review residential encroachment onto public property history and propose any policy or bylaw work in 2019.
Council Motion: Policy C-CG-05 – Mayor & Councillor Roles Proposed Amendment
The proposed motion was not moved that Policy C-CG-05 be updated in 2018 whereby Standard 1g includes all members of Council and not solely the Mayor.
Council Motion: Election Policy
The proposed motion was not moved that Administration review the operational, communications and governance processes for municipal election day and propose to Council a Policy in this regard in 2020.
