Council Briefs for March 5th
Council Briefs are provided for the benefit of community members with the intent of giving a short, informal report on what occurred at Council Meetings. For the official record, please review the Adopted Minutes, available on the City website. Webcasts of Council Meetings are available the day following a Council Meeting on the City website.
C-CG-02 – City of St. Albert Council Strategic Plan
Council approved a recommendation that City Council Policy C-CG-02, City of St. Albert Strategic Plan be amended, by deleting it in its entirety and substituting City Council Policy C-CG-02, City of St. Albert Council Strategic Plan, provided as an attachment to the March 5, 2018 agenda report entitled “C-CG-02 -City of St. Albert Council Strategic Plan.” The Council Strategic Plan identifies priorities for the upcoming fiscal year.
Corporate Business Plan
Council received for information the City of St. Albert Corporate Business Plan 2018-2021, provided as an attachment to the March 5, 2018 agenda report. The City Manager has prepared a Corporate Business Plan 2018 to 2021 that identifies the specific initiatives developed by Administration to implement the City of St. Albert Council Strategic Plan. It also addresses organizational priorities to ensure a comprehensive and coordinated Administrative plan that complements the City’s core program and service delivery.
2018 Public Tax Sale
Council approved the following two recommendations:
- That the City Assessor be authorized to set a reserve bid for each parcel of land on the tax arrears list that is to be offered for sale at the April 26, 2018 public tax sale, with the requirement that the City Assessor set the reserve bid as close as reasonably possible to the market value of each property; and,
- That the Terms and Conditions of Sale, provided as Attachment 2 to the March 5, 2018 agenda report entitled “2018 Public Tax Sale,” be approved.
BLESS Platform Options
Council directed Administration to come back to Council by July 9, 2018 with an option to develop a walkway with a new BLESS viewing platform on land.
Council approved a recommendation that up to $50,000 be committed from the Stabilization Fund for one-time public engagement and awareness expenses related to the legalization of cannabis.
2018 Supplementary Assessment Bylaw
Council passed Bylaw 9/2018, being the 2018 Supplementary Assessment Bylaw. This bylaw is required to authorize that assessments be prepared for the purposes of imposing a tax and must be passed by May 1 of the year in question.
Council Motion: Student Day Pass Rate at Servus Place
Council will consider a motion to direct Administration to provide a Student Day Pass rate at Servus Place at the March 19, 2018 Council Meeting.
Council went in camera to hold dialogue with the General Manager of Corporate Services to discuss non-union employee remuneration policy, non-union staff remuneration, and Council remuneration. Council stayed in camera to hold dialogue with the City Manager.
