Council Briefs for May 15th
Council Briefs are provided for the benefit of community members with the intent of giving a short, informal report on what occurred at Council Meetings. Community Services Advisory Board (CSAB) Recommendations: Community Capital Program Grants
Council approved a recommendation that a grant be provided to the St. Albert Rugby Football Club for $46,326 for renovations to the Rugby Clubhouse; and that a grant be provided to the St. Albert Bicycle Motocross Association for $7,256 for improved drainage and upgrades to the BMX track.
Standing Committee of the Whole (SCW) Recommendation: Ray Gibbon Drive Capital Project Reconciliation
Council approved a recommendation that $6,736,728 currently committed to the Ray Gibbon Drive (RGD) project be uncommitted within the Capital Reserve to be available for future Repair, Maintain, Replace (RMR) or Growth capital projects in 2018 and beyond.
Amendments to Council Remuneration and Expense Reimbursement Policy
Council approved a recommendation that City Council Policy C-CC-03 City Council Remuneration and Expense Reimbursement be amended by substituting it with the document entitled Proposed City Council Policy C-CC-03 City Council Remuneration and Expense Reimbursement, which was attached to the agenda report, and that this policy come into effect on the Organizational Meeting in 2017. The amended version incorporates the recommendations of the Council Remuneration Review Committee as accepted by Council at their January 16, 2017 meeting. Council also approved associated motions for the City Manager to bring back a recommendation on how to address the removal of the tax-free portion of Council remuneration (once it has been announced by the Federal Government) and to bring back a recommendation to add a parental leave opportunity for Councilors.
City’s Initiatives for Age Friendly Community Designation
Council accepted for information the agenda report entitled City’s Initiatives for Age Friendly Community Designation. The report provides background information to help Council determine if they wish to pursue age-friendly designation.
Request for Time Extension: Capital Fundraising Campaigns
Council approved a request for a deadline extension to Q2 2018.
Request for Time Extension: Zero Waste Process
Council approved a request for a deadline extension to the end of Q4 2017.
Request for Time Extension: Branch Library Land Purchase Confirmation
Council approved a motion to postpone the land negotiations regarding the Branch Library until directed by Council.
Bylaw 16/2017: 2017 Tax Rate Bylaw
Council approved the bylaw, which will see an average residential tax rate increase of 0.8 per cent and an average non-residential tax rate increase of 2.1 per cent.
Bylaw 12/2017: 2017 Smoking Bylaw
Council approved the amendments to the bylaw, which will regulate smoking within the city of St. Albert. The amendments address a clerical error that had excluded hotels, motels, lodges and inns; and specify outdoor locations where smoking is permitted and where it is prohibited.
Bylaw 22/2017: Amendment to Business Licence Bylaw 43/2000 Regarding Vehicle for Hire
Council approved a motion that Administration draft, for Council’s consideration, amendments to the bylaw to reflect alternative requirements for Transportation Network Companies.
Postponement of Bylaw 24/2017, Borrowing Bylaw
Council approved a motion that the bylaw be postponed to a date determined by Agenda Committee. Council also approved a motion that Administration prepare a report on the petition presented to Council on May 15, 2017.
Public Hearing: Erin Ridge North
(1) Bylaw 9/2017 Erin Ridge North Area Structure Plan Amendment
(2) Bylaw 18/2017 Land Use Bylaw Text Amendment, Direct Control Mixed Use (DCMU) Land Use District
(3) Bylaw 19/2017 Land Use Bylaw Amendment, Schedule A
Council approved first reading of the proposed amendments to the Erin Ridge North Area Structure Plan (ASP) Bylaw and the Land Use Bylaw for the former Lutheran church lands at the corner of St. Albert Trail and Coal Mine Road in Erin Ridge North. These amendments required a public hearing as outlined in the Municipal Government Act (MGA). Council then approved an adjournment of the public hearing until June 26, 2017.
Council Motion: Plebiscite on Potential Major Recreational Facilities
Council approved a motion to add three questions to the ballot regarding the construction of a branch library, a single sheet arena ice rink and an aquatics facility. Council also approved a motion to use up to $10,000 from the Stabilization Fund for staff to provide resident information and education on the plebiscite questions prior to the election.
Council Motion: Alberta Resource Recovery Centre MOU
Council approved a motion for Administration to explore options with the Alberta Resource Recovery Centre Ltd. for how the City could benefit from participating in the development, report back the potential benefits and costs to Council, and present an MOU for Council's consideration by Q4 2017.
Council Motion: Bylaw 28/2017 Policing Committee Bylaw Public Consultation
Council defeated a motion that through newspaper and online advertising, Police Committee public consultation be undertaken and the consultation results be provided to Council on July 10, 2017, prior to consideration of 3rd reading of Bylaw 28/2017, the Policing Committee Bylaw, as per Option 2, through traditional and social media as well as on the corporate website.
Council also confidentially dealt with a land matter, the CAO (Chief Administrative Officer) Quarterly Evaluation and to hold dialogue with the City Manager.
