Council Notice of Motion: Audit Committee and Internal Auditor

Announcing via news release, as no Council meeting within one week

The City is undertaking a new procedure to inform residents and members of the media when Councillors provide a notice of motion and the next Council Meeting is more than one week away.

On May 10, 2018, Councillor Natalie Joly, via email, submitted the following notice of motion:

“That the Audit Committee Bylaw be rescinded.

That $100,000 from Internal Auditor funding be reallocated to the City Manager to commission third party audits of Procurement Practices and Corporate Risk Management.

That the balance of $262,000 for Internal Auditor funding be reallocated to assessment of current corporate business processes and implementation of resultant recommendations to support planned Corporate Business Plan Activities.”

Past practice has been for Councillors to read notices of motion into the public record near the end of each regularly scheduled Council Meeting. This practice will continue and works well in situations where Council Meetings take place in consecutive weeks.

However, in situations where Council Meetings do not take place in consecutive weeks, the City will be issuing a media advisory to inform residents and members of the media of any notices of motion received in the previous week.

To clarify, if a Council meeting had been scheduled for Monday, May 14, the notice of motion would have been read into the public record at that meeting. Because the next meeting does not take place until May 22, a media notice was issued.

This is the fourth time a media advisory has been issued in this fashion, but will become a regular feature of the City’s public notification procedures.
