Fire Hall #1 Redistricting

The City of St. Albert held an open house to discuss the potential relocation of Fire Hall #1 to 20 Gate Avenue. It is currently located at 18 Sir Winston Churchill Avenue.

The first open house focused on the City’s intent to redistrict 20 Gate Avenue from Corridor Commercial (CC) District to Institutional Facilities (IF) District. This redistricting (also known as rezoning) would allow for the construction of Fire Hall #1 at this site, once St. Albert Transit moves to the new Campbell Road Park and Ride.  

Upon further review of the proposal, the City determined the better course of action was to add “emergency protective services” as a discretionary use to the CC District. 

There are some benefits of adding the use of emergency protective service as a discretionary use to the Corridor Commercial Land Use District, such as combining uses with office, retail, and commercial uses on the same site or in the same building as a fire hall or as potential lease space. If for some reason the fire hall did not proceed at 20 Gate Avenue, the site has retained its commercial district and could be sold or redeveloped with another use. In addition, this amendment would allow for a community policing station or fire hall along St. Albert Trail, should future growth warrant it.

The City went to Council on November 5, 2018 for the first reading of the amendment to the Land Use Bylaw 9/2005.  This was passed unanimously.  A public hearing is scheduled for December 3, 2018.

St. Albert Fire Hall #1, currently located at 18 Sir Winston Churchill Avenue, was originally constructed in 1962 and was renovated in 1977, 1987, and 2011.

Fire Hall #1 is experiencing a significant impact to operations due to the insufficiency of space and is also lacking many of the requirements of a modern hardened building. These requirements include adequate bay size allowing for access and egress of fire apparatus, having a separately ventilated gear room to allow off-gassing of soiled bunker gear, as well as having appropriate barriers between the apparatus bay and the staff occupancy area.

Additionally, many of the current building components, such as electrical, mechanical, HVAC, and plumbing, are well beyond the end of their serviceable lifecycle. Finally, as downtown St. Albert modernizes and densifies, a ladder truck will soon be required in the immediate area and this is currently not possible. 

Feasibility Study

In 2017, the consulting firm ACI Architects Inc. conducted a Feasibility Study.
