The barrier wall is a precast concrete wall along St. Albert Trail that was constructed between 1983 and 1992 to reduce noise and create a visual barrier between residents and St. Albert Trail. Due to deterioration and structural issues, it was recommended that the barrier wall be completely replaced by 2020. Refer to the Barrier Wall Background below for details about the background and the timeline for design and construction.
The City of St. Albert constructed a precast concrete wall along St. Albert Trail between 1983 and 1992 to reduce noise and create a visual barrier between residents and St. Albert Trail. The barrier wall has two sections:
- A southern section extending from Hebert Road to Sturgeon Road along the east side of St. Albert Trail
- A northern section extending from Giroux Road to Villeneuve Road along the west side of St. Albert Trail
In 2010, a scheduled evaluation and condition assessment completed by a third-party engineering consultant identified deterioration and structural issues with the barrier wall. It was recommended that the barrier wall be completely replaced by 2020, as it was the safest and most cost-effective way to respond to the current deterioration of the barrier wall.
This will allow engineers and designers to construct a wall that is continuous, stable, aesthetically pleasing, manages current and future noise levels and continues to provide a visual barrier.
Design and Construction Timeline
The project began in the summer of 2017 and is expected to be completed by the end of 2020. It will be conducted in three phases:
Phase 1 – Evaluation
Data collection began in the summer of 2017 and included geotechnical investigations, measuring current sound levels and collecting existing infrastructure information.
Phase 2 – Design/Engineering
Work for this phase was completed for the Deer Ridge neighbourhood in May 2018. Work continued on this phase for the Braeside and Sturgeon Heights neighbourhoods throughout 2018 and 2019, to meet construction timelines as outlined below. During this phase, the City talked with residents who have property immediately adjacent to the barrier wall.
Phase 3 – Construction
Construction was divided into subsequent sections to minimize the impact as much as possible to residents and build the barrier wall as quickly and safely as possible. Current foreseeable timelines are as follows:
- Section 1 – Northern wall section between Villeneuve Road and Giroux Road (completed 2018)
- Section 2 – Southern wall section between Hebert Road to Sterling Street (completed 2019)
- Section 3 – Southern wall section between Sterling Street to Sturgeon Road (will be completed in 2021)
Braeside and Sturgeon Heights
The first public information session for the southern wall span (from Hebert Rd. to Sturgeon Rd.) was held on October 4, 2018. The following storyboards were displayed at the information session:
A second public information session for the southern wall span (from Hebert Rd. to Sterling St.) was held on May 15, 2019.
A public information session for the southern wall span (from Sterling St. to Sturgeon Road) was cancelled due to the COVID-19 pandemic. No public information session is planned to occur in the future prior to construction. Please contact the City directly with any questions you may have about the work between Sterling St. and Sturgeon Road.
The City of St. Albert has retained Kemway Builders Inc. to reconstruct the barrier wall between Sterling St. and Sturgeon Rd. Due to COVID-19 and a later construction start, Kemway Builders Inc. was not able to achieve project completion by the end of 2020 and is expected to re-mobilize to the site in 2021 to complete the remaining scope of work such as asphalt paving and retaining wall construction. The project did meet the goal of replacing the barrier wall by the end of 2020

Construction on the Deer Ridge barrier wall is now complete and under Contractor warranty. Homeowners can reinstate their property fencing.

For the Braeside and Sturgeon Heights neighbourhoods, we are in Phase 3 - Construct.
The southern wall span between Sterling Street and Sturgeon Road is intended to be removed and replaced near the beginning of May 2020 and completed by August 31, 2021.

The City is committed to maintaining communication with residents throughout the duration of this project. Residents directly affected by the barrier wall replacement will have additional communications provided to them. Communication will include meetings with residents, letters and City website updates.
