Construction Updates
March 2023
Phase 1: North of Boudreau road to north of coal mine road
Planning for the start of 2023 construction is underway. Work along St. Albert Trail, Villeneuve Road, and Erin Ridge Road are expected to begin once winter conditions, including ground frost, has departed (typically middle of May).
This year’s planned construction is set to conclude this Phase’s design enhancements and urbanization to the roadway, intersections (Villeneuve Road/Erin Ridge Road and Coal Mine Road), traffic signals, lighting conditions, commercial accesses, median/ boulevard landscaping and pedestrian/ cycling trails.
In addition, redesigned improvements to Villeneuve Road will include reconstruction and extension of the existing concrete curb median located at the east commercial entrance (nearest to McDonalds). This change is in response to illegal and unsafe driver behaviour, and will result in the elimination by way of a physical barrier for left turns from this access.
New multi-use trails are open and ready for active users on both west and east sides of St. Albert Trail. Site furniture and bollards have recently been installed. A two-year warranty period of the newly constructed road and boulevard infrastructure will begin once the city approves the completion of this Phase’s construction.
PHASE 2: NORTH OF COAL MINE ROAD TO NORTH OF EVERITT DRIVE NORTH/Jensen Lakes Boulevard
Phase 2 of the North St. Albert Trail Corridor Implementation Project was paused for the winter season. Similar to Phase 1, work is anticipated to be restarting near mid-May 2023.
In 2022, the project completed portions of:
- Earthworks, grading, installation of a minor storm system, concrete curb and gutter installation, completion of an additional northbound travel lane, and improvements to traffic signals and signage.
- Completion of a dual westbound left turn lane, from Everitt Drive North westbound to St. Albert Trail southbound.
In 2023, the project will continue to advance and complete:
- Earthworks, grading, installation of a minor storm system, concrete curb and gutter installation, completion of an additional southbound travel lane, and improvements to traffic signals and signage on the west side of St Albert Trail.
- Trail/sidewalk construction on the west side of St Albert Trail
- Incidental work associated with streetlighting and landscaping.
Phase 3
- Phase 3 design is underway (from north of Everitt Drive North to north of Neil Ross Road – inclusive of the Fowler Way tie-in) and options will be presented to City Council in early May 2023.
Beyond 2022
- Phase 3 (from north of Everitt Drive North to north of Neil Ross Road) is anticipated for construction in 2023 / 2024 – subject to the completion of Phase 2.
Construction Flyovers
November 2022 – Construction Flyover
North St. Albert Trail Corridor, Phase 1 & 2
This video starts an aerial flyover along St. Albert Trail, (Phase 2, between north of Everitt Drive N to north of Coal Mine Rd.). Phase 2 work in 2022 focused on the installation of new pavement, concrete curbs, asphalt and concrete multi-use trails, earthworks, grading and the installation of a large 1,050 mm diameter underground storm pipe. Although this storm pipe work is now buried and can’t be seen in the video, provision to accommodate and drain storm water from the roadway can now be conveyed underground once construction is complete which is still scheduled for end of 2023 completion.
A summary of Phase 1 construction along St. Albert Trail (between north of Boudreau Rd. to north of Coal Mine Rd.) will include a completed roundabout (on Villeneuve Rd., south of the commercial property), new multi-use trails (both west and east sides of St. Albert Trail) and landscaping. The project was successfully “tied-in” to Erin Ridge Rd. Minor work is still planned for 2023 so the City continues to thank road users for their patience.
August 2022 – Construction Flyover
North St. Albert Trail Corridor, Phase 1 & 2
Construction along the North St. Albert Trail Corridor began in late May 2022. Our flight highlights progress up until late August where you can see major improvements to the St. Albert Trail road alignment, specifically to the new north and southbound lanes. Southbound traffic, between Coal Mine Road and Villeneuve Road, was shifted over to the new southbound lanes in late 2021. This video shows a new multi-use path on both west and east sides of St. Albert Trail along with intersection plazas and a new bus stop adjacent to the concrete sidewalk.
Phase 2 of the North St. Albert Trail project begins just north of Coal Mine Road and the drone shows that soil excavation and preparation of the site has occurred at the Everitt Drive North intersection.
Finally, the drone takes us over Villeneuve Road by the commercial property where a new roundabout occupies the roadway at the middle commercial access.
August 2021 – Construction Flyover
North St. Albert Trail Corridor, Phase 1
The project’s third drone flight captures construction progress in August 2021. Many of the improvements are found underground (storm line installation), and progress can be seen along the length of the project site with a compacted clay subgrade and gravel base. Concrete curb work will define the new St. Albert Trail southbound travel lanes. Coal Mine Road is complete and open to traffic. An additional flyover of the intersection at Everitt Dr. and Ebony Way is shared at the end of the video.
September 2020 – Construction Flyover
North St. Albert Trail Corridor, Phase 1
This second video update was taken on September 4, 2020 and showcases the completed intersection work at Boudreau Road and Giroux Road. Excavation work continues to remove unsuitable materials underneath the proposed roadway headed northbound. The large digital display sign that was previously located in the median south of Villeneuve Road will be placed in a new location on the west side of St. Albert Trail – south of Neil Ross Road. Upcoming construction will include the installation of underground utility services and continued work on the new road structure with granular materials. Please check back regularly for more videos.
July 2020 – Construction Flyover
North St. Albert Trail Corridor, Phase 1
This video shows construction progress for the North St. Albert Trail Corridor taken on July 25, 2020 using aerial flight (drone) technology.
On this date, the existing landscaped medians, comprised of mostly unsuitable road construction materials, are being removed from under the new road alignment along St. Albert Trail and Coal Mine Road. A full closure of Coal Mine Road, from St. Albert Trail to Ebony Way, to accommodate heavy construction will last approximately until the end of October 2020. Please check back regularly for additional videos on this priority improvement project.
About this Project
A primary north-to-south travel route, St. Albert Trail is a commercial corridor within the City of St. Albert that supports regional connectivity from north of St. Albert to the City of Edmonton.
Historically, St. Albert Trail was developed as a highway with a rural four-lane cross-section. It has since experienced substantial improvements and urbanization which better accommodates urban transportation needs, including transit, sidewalks/trails and storm water management. St. Albert Trail has experienced development which requires connectivity and accommodation for all road users, as well as consideration of mitigation measures towards congestion for both current and future demands.
A Transportation Network Improvement Study was completed in 2018 and identified the northern section of St Albert Trail, from Boudreau Road to Everitt Drive North, as a priority for needed improvements.
Work is planned to be completed in three scheduled phases:
- Phase 1: North of Boudreau Road to North of Coal Mine Road (in process and planned for completion in 2022)
- Construction - 2020 to 2022
- Scope of work involves widening northbound and southbound directions to a six-lane cross-section, intersection widening at Villeneuve Road and Coal Mine Road, installation of sidewalk and trail, as well as incidental utility and landscape work.
- Work also includes improvements on Villeneuve Road (from the commercial access to St. Albert Trail) and Coal Mine Road (from Ebony Way to St. Albert Trail).
- 2020 construction; although impacted by COVID-19, work began mid-June and targeted the construction of new southbound travel lanes and improvements to Coal Mine Road.
- 2021 construction is planned to start in late-May with all aspects of St. Albert Trail and Coal Mine Road be complete between the Phase 1 limits by the end of the 2021 construction season.
- 2022 construction is scheduled for the improvements along Villeneuve Road between the commercial access to St. Albert Trail.

Phase 1 Conceptual Video
This video is intended to provide a visual conceptualization of the first phase of the North St. Albert Trail Corridor improvements.

- Further phasing north of the Neil Ross Road intersection will be planned, scheduled and delivered with anticipated expansion of the additional travel lanes and extension of the improved St Albert cross section, subject to development and growth and budget approvals.
Improvement Objectives
- Increase roadway capacity for vehicles by adding a northbound and southbound travel lane
- Accommodate pedestrians and cyclists by adding a sidewalk and trail
- Improve intersection operations by reducing the median width and adding lane designations for travel through the intersection
- Consideration of future infrastructure improvements along the road right-of-way
