About the Project

As of 2025, approximately 22,000 storm sewer services are connected to the City of St. Albert. Protecting the Sturgeon River from the impacts of existing and future developments has always been a priority for the City of St. Albert (City). The City has identified Outfalls 4B, 5, 7A, 11A, 11B, 11C and 15 A for improvements and implementation of oil and grit separators (OGS) at specific locations to remove sediment and other pollutants from stormwater before it reaches the Sturgeon River.

To support ongoing neighbourhood development in the Riverside area to the west of Meadowview Lane, included in the scope of this project is the replacement of the aging asbestos cement water main along Meadowview Lane, including the CN Rail crossing.

Work to include: 

• Outfall 4B
  • Remove existing CMP pipe and replace with concrete pipe
  • Supply and install new concrete flared end
  • Supply and install rip rap
• Outfall 5 (17 Riel Drive)
  • Supply and install two oil and grit seperators (OGS)
• Outfall 5 (Meadowview Lane Utility Upgrades) 
  • Replace existing water main along Meadowview Lane north of Meadowview Drive, including a trenchless CN Rail crossing with steel casing.
  • Supply and install a new sanitary sewer.
  • Abandon existing sanitary forcemains.
  • Relocation of one (1) fire hydrant.
  • Abandon four (4) inverted siphon pipes under and adjacent to the Sturgeon River. 
  • Abandon 450 mm sanitary sewer along Meadowview Lane that leads into the four river crossing siphon pipes.
  • Abandon existing manholes and chambers.
• Outfall 7A
  • Remove and replace existing concrete flared end
  • Supply and install CIPP liner in existing pipe
  • Supply and install rip rap
• Outfall 11A
  • Supply and install new concrete flared end
  • Remove existing asbestos cement pipe and replace with concrete pipe
  • Supply and install precast manhole
  • Supply and install CIPP liner in existing pipe
  • Supply and install rip rap
• Outfall 11B
  • Remove existing metal flared end and replace with concrete flared end
  • Supply and install concrete pipe
  • Supply and install rip rap
• Outfall 11C
  • Supply and install oil and grit separator (OGS)
  • Supply and install backflow prevention valve
  • Supply and install CIPP liner
  • Supply and install rip rap
• Outfall 15A
  • Remove existing metal flared end and replace with precast concrete headwall
  • Supply and install concrete pipe
  • Supply and install rip rap

Potential Construction Impacts: 

• Temporary sidewalk/trail closures. Please obey all signage for safety reasons. 
• Equipment will be on-site for excavation and material installation. Please obey all signage and fenced-off areas.
• Noise disturbance is likely to occur during work hours.
