
Outfall Structure Improvements Phases 3 & 4
Red Willow Trail is closed from the Blais Footbridge to the trail head at Sturgeon Road/Sir Winston Churchill Avenue until October 31, 2024.
About the Project
Protecting the Sturgeon River from the impacts of existing and future developments has always been a priority for the City of St. Albert (City). Storm Outfalls are an important part of this process and the City has identified Outfall 19 as requiring improvements to continue providing this important service.
Timeline:
- Phase 3 Construction: August 20 to September 2024.
- Phase 4 Construction:
- August 20 to October 31, 2024
- Spring/Summer 2025
Potential Construction Impacts:
- Temporary sidewalk/trail closures. Please obey all signage for safety reasons.
- Equipment will be on-site for excavation and material installation. Please obey all signage and fenced-off areas.
- Noise disturbance will occur during work hours.
Phase 3: Outfall 17AB (2023)
The Outfall 17A/B improvements remaining for 2024 include:
- Landscape and site restoration.
The intent of these upgrades is to address the poor outfall condition, sink hole, and failing gabion baskets.
Phase 3: Outfall 6B (2023)
Outfall 6B is located just west of St. Albert Trail on the north side of the Sturgeon River. A paved multi-use trail and wooden bride run perpendicular to the outfall past numerous private businesses and a private parking lot. This will require pedestrian traffic management, temporary closures, and may require coordination with the private business through the City of St. Albert, depending on the work and delivery of equipment and materials. The contractor shall ensure that business owners and patrons are disturbed as little as possible and that access to businesses is maintained at all times.
The Outfall 6B improvements remaining for 2024 include:
- Install a maintenance access road for the OGS unit, regrade surrounding green space and replace paved pedestrian trails and walkways to tie into existing.
- Lanscaping and site restoration.
The intent of these upgrades is to improve public safety around the outfall and address pipe displacements, the pedestrian bridge, the lack of erosion protection surrounding the outfall and sedimentation issues in the Sturgeon River.
Phase 4: Outfall 19 (2024 & 2025)
Outfall 19 improvements include:
- Remove, replace, and install new pipe segments
- Remove existing asphalt/stone/concrete/curbs
- Supply and install cast-in-place outfall structure
- Supply and install security grate on outfall
- Supply and install guardrail on outfall
- Supply and install erosion prevention measures including Class 2 rip rap
- Supply and install OGS unit and pile foundations upstream of outfall
- Supply and install a maintenance access road for the OGS unit and tie into existing pedestrian trail and Sturgeon Road
- Site restoration
The intent of these upgrades is to improve public safety around the outfall and address pipe displacements, the lack of erosion protection surrounding the outfall and sedimentation issues in Sturgeon River.
