2025 Amendments

The annual update of Off-Site Levy (OSL) Bylaw 30/2013 was presented to Council on March 18, 2025.

The OSL Bylaw was last updated on March 18, 2025.

Key updates for 2025

  • Development Staging plans have been updated to reflect an average actual land absoption rate calculated based on the past ten years. This has resulted in a more stabilized Development Staging plan throughout the 25-year development timeframe.
  • A few off-site levy (OSL) project cost estimates have changed resulting from advances in related project design work undertaken in 2024 or updated project growth charters.
  • Project design for the Northeast Servicing Project package (3 OSL projects) has advanced to the 90% completion stage and updated cost estimates are reflective of those updated cost estimates.
  • Changes in developed areas in the City based on 2024 development.

2025 Update Information Session

A virtual information session was held held on Tuesday, February 18, 2025 from 9:00 am to 10:00 am via Zoom. St. Albert's Engineering Department provided a brief presentation on off-site levies, followed by a question and answer period. Active area land developers and property owners subject to paying off-site levies were mailed an invitation to the meeting.

2024 Update Information Session
