Complete Streets

The City of St. Albert has developed Complete Streets Guidelines and an Implementation Strategy, which will influence how streets are designed.

Complete Streets is a design approach that balances the needs of all roadway users. Whether you drive, bike, walk or take the bus, Complete Streets are designed to provide safe, comfortable and convenient access for users of all ages.

Under this philosophy, streets interface with buildings, businesses, open spaces and parks to create an urban environment that is more than a corridor for vehicles. Complete Streets may contain driving lanes, cycle paths, sidewalks/trails and boulevard trees. The priorities of the community will determine which elements will become part of Complete Streets. 

Implementation Plan

  • The City has completed the following key short-term activities:
    • Update the Transportation Systems Bylaw, which will summarize the transportation network and provide new roadway typologies.
      • Roadway typologies are associated with a road’s intended function and considers the adjacent land use, as well as anticipated demands from all types of road users.
    • Complete the Active Transportation Plan Gaps Assessment 
      • This activity has identified where gaps exist for sidewalks and trails within the current transportation network, as well as prioritize locations to reduce those gaps.
  • The City shall apply the Complete Streets Design Guidelines to upcoming planning associated with new development and appropriate/applicable construction projects. With a 2021 update to the Municipal Engineering Standards, the Complete Streets design concepts and infrastructure specifications will be added to the Standards document.
  • At this time, resources will not be allocated to retro-fit existing roadways or developing project charters to proactively initiate Complete Streets without aligning to a larger network improvement or capital plan.
  • Update the Municipal Engineering Standards, which will provide direction for new development and construction of Complete Streets.

Public Participation

Thank you to everyone who participated in a previous open house or filled out the survey. All information gathered will be reviewed and may be integrated into a recommended conceptual design.
