Villeneuve Road is a connector arterial roadway in the City’s transportation network. It currently ties into St. Albert Trail as its east terminus and continues west beyond the City limits as Highway 633, with key intersections at Hogan Road and Ray Gibbon Drive.

When Fowler Way is constructed (2028-2029), Villeneuve Road, east of Ray Gibbon Drive, will no longer connect to Ray Gibbon Drive. However, it will continue to provide important east-west connectivity between Hogan Road and St. Albert Trail and key access to Jensen Lakes, Deer Ridge, North Ridge, Nouveau, and the City Badger lands.

The City completed concept planning for Villeneuve Road in 2020, and preliminary design followed in 2022. This included upgrading the existing rural cross-section to an urbanized roadway complete with shared-use paths/sidewalks, streetlighting, underground stormwater and utilities, landscaping and intersection improvements.

Improvements are planned in a phased, multi-year approach, which began in 2022 and is expected to continue through 2029 with gaps in construction years. This includes:

• North St Albert Trail Phase 1: Upgrades to Villeneuve Road from west of St. Albert Trail to the Walmart access, including a new roundabout at the Villeneuve Road/Walmart access intersection, were completed in 2022.
• Villeneuve Road Phase 1A: Construction of the roundabout at the Villeneuve Road/Dennison Drive/Jensen Gate intersection was majority completed in 2022, with landscape remediation, permanent street lighting, and road tie-in west of the roundabout completed in 2023.
• Villeneuve Road Phase 1B: This phase involves urbanizing the portion of Villeneuve Road between the Walmart roundabout and Dennison Drive/Jensen Gate roundabout, including a shared-use path on the north side. The bulk of construction was completed in 2023, with the shared-use path and landscaping completed in 2024. 
• Villeneuve Road Phase 2A: Currently under construction, with completion anticipated in the fall of 2025, this phase involves urbanizing the portion of Villeneuve Road from west of Nouveau Drive to the intersection of Hogan Road, including construction of a new roundabout at the Villeneuve Road/Hogan Road intersection.

• Villeneuve Road Phase 2B: Planned for construction in 2026, this phase involves urbanizing the portion of Villeneuve Road from east of Hogan Road to west of Dennison Drive.
• Villeneuve Road Phase 3: Planned for completion in 2028-2029. This phase includes Villeneuve Road from Ray Gibbon Drive to the west of Nouveau Drive and is planned for completion in conjunction with Ray Gibbon Drive (Phase 4) and Fowler Way projects.
  • The preliminary design of the future interim tie-in between Ray Gibbon Drive and Fowler Way is being completed as part of Fowler Way preliminary design work that is taking place in 2024. While this portion of Villeneuve Road will continue to service adjoining lands, it is anticipated that when the connection between Ray Gibbon Drive and Fowler Way is completed, Villeneuve Road, east of Ray Gibbon Drive, will no longer directly connect to Ray Gibbon Drive.
• Villeneuve Road Phase 4 (Conditional): With the anticipated removal of the Villeneuve Road connection to Ray Gibbon Drive under Phase 3, a new north-south connection from Villeneuve Road to Fowler Way may be constructed. This is subject to development and resulting access requirements of the City Badger Lands. Currently, there is no timeline for this conditional improvement.
