Complete Streets is a design approach that balances the needs of all roadway users where streets connect with buildings, businesses, open spaces and parks to create an urban environment that is more than a vehicle corridor.  

Complete Streets looks to deliver accommodation for all modes and considers balanced equity of driving lanes, sidewalks/trails, consideration of cycle paths and landscaping. Whether you drive, bike, walk or take public transit, Complete Streets are designed to provide safe, comfortable and convenient access for users of all ages. The Complete Streets philosophy acknowledges that not all components will be present within all corridors across the City, but as a transportation network, all modes, ages and abilities are accommodated.

In 2018, The City developed the Complete Streets Guidelines & Implementation Strategy, which influences how streets are to be designed in St. Albert, and has subsequently been incorporated into the City's Municipal Engineering Standards.

At this time, resources are not allocated to retrofit existing roadways or developing project charters to proactively initiate Complete Streets without aligning to a larger network improvement or capital plan.
