
Network Improvement Strategy
Maximizing safety, efficiency and choice
The City of St. Albert prioritizes a safe, efficient and multi-modal transportation network that addresses the community's needs today with a lens to the future.
In 2018, building upon the Transportation Master Plan, the City developed a Network Improvement Strategy formally documenting the framework, findings and recommendations of prioritized capital projects that provide the maximum benefits in terms of safety, efficiency and mode choice to accommodate existing and future needs.
Prioritized Projects
The strategy analyzed current conditions and future transportation scenarios, resulting in a prioritized ranking of projects based on service levels, travel time and safety, with the rankings modified based on feasibility and staging to arrive at recommendations for inclusion in the City’s 10-Year Capital Plan.
Since the Strategy’s completion, the City has advanced work, whether that be planning, design or construction, for the majority of top-priority sites.

LeClair Way / Riel Dr - Reconfigure the intersection to address line of sight issues. Completed

McKenney Ave east of Ray Gibbon Dr - Upgrade the last 1.5 kms east of Ray Gibbon Dr to 4 lane divided arterial. Completed
McKenney Ave to Giroux Rd - Expand to 4 lanes of divided arterial road and upgrade the Giroux intersection. Planned construction in 2025/2026
Giroux Rd east of Ray Gibbon Dr - Upgrade the last 300 m east of Ray Gibbon Dr to 4 lane divided arterial. Planned construction in 2025/2026
Giroux Rd to Fowler Way - Expand to 4 lanes of divided arterial road. Planned construction in 2028/2029
Boudreau Rd to Coal Mine Rd - widen to 3 lanes in each direction and upgrade intersections. Completed
Coal Mine Rd to Everitt Dr - widen to 3 lanes in each direction and upgrade intersections. Under construction
Everitt Dr to Neil Ross Rd - widen to 3 lanes in each direction and upgrade intersections. Detailed design in 2023/2024; Construction in 2024/2025
Develop at least the first 2 lanes of a planned 4-lane arterial road from Ray Gibbon Dr to St. Albert Trail. Preliminary Design in 2023/2024; Planned construction in 2028-2030
4. 137 Avenue Interchange
Construction of on/off ramps from the Anthony Henday to 137 Avenue. City of Edmonton led initiative. Construction TBD
5. Boudreau/Campbell intersection
Reconfigure the intersection at Boudreau Rd and Campbell Rd to improve operations and safety. Preliminary Design in 2023/2024; Construction TBD
6. South St. Albert Trail
Improve eastbound and westbound right turn bays at St. Albert Trail and Gervais/Hebert, and extend the northbound merging lane between the Superstore to Hebert. Preliminary Design in 2023/2024; Construction TBD
7. Sir Winston Churchill
Upgrade of Sir Winston Churchill Ave between Sturgeon Rd and east city boundary (i.e. future 127 St) to a 4 lane divided arterial. Construction TBD
8. Bellerose Drive
Upgrade of Bellerose Dr between Oakmont Drive and east city boundary (i.e. future 127 St) to a 4 lane divided arterial. Construction TBD
