Frameworks for Neighbourhoods and Business Areas

Under the Municipal Government Act (MGA), municipalities can establish planning frameworks for neighbourhoods and business areas through two types of planning documents: the Area Structure Plan and the Area Redevelopment Plan. Both plans are designed to outline land uses, transportation routes, allocate population densities, and determine utility servicing needs. The main difference between the two types of plans is that Area Strucure Plans provide a framework for the build-out of new development areas, whereas Area Redevelopment Plans concentrate on the rehabilitation and improvement of areas that are currently developed.  

In 2022, Neighbourhood Plans were introduced as part of a new two-tier policy structure.  Under this structure, tier-one is the Area Structure Plan that provides policies for land use planning over a large tract of land.  Tier two is the Neighoburhood Plan which provides details on how a smaller area of land, within its Area Structure Plan, will be developed.
