Trade Agreements & Obligations

As an Alberta municipality, the City of St. Albert is a party to and obligated to comply with the terms of the Trade, Investment and Labour Mobility Agreement (TILMA), the New West Partnership Trade Agreement (NWPTA), the Canadian Free Trade Agreement (CFTA), and the Canadian-European Union Comprehensive Economic and Trade Agreement (CETA).

Key Requirements

  1. The City must advertise all procurements of a value in excess of $75,000 (goods and services) and $200,000 (construction) on the Alberta Purchasing Connection (APC) website.
  2. The City is required to provide open access, without geographic bias or preference, to our procurements when the value of those procurements meets or exceeds the above values.
  3. In accordance with Chapter 5, Article 516 of the CFTA, the successful bidder and the value of the successful tender will be posted to the Alberta Purchasing Connection (APC) website.

Ethics and Standards

The City of St. Albert adheres to the codes of ethics of the Purchasing Management Association of Canada and the National Institute of Governmental Purchasing.
