Opportunity Description:

Sealed Tenders, clearly marked as to content, will be received by the Customer Services Department, Main Floor at St. Albert Place, 5 St. Anne Street, St. Albert, Alberta T8N 3Z9 up to 14:00:00 hours, local time on June 2, 2021 for the Red Willow Park West Meadowview – Phase 1 project. The time will be conclusively determined using the National Research Council of Canada Web clock at:

All tender submissions will be evaluated. The results will not be released until a contract has been awarded by the City.

The Work to be undertaken is generally described as: trails, amenities and landscape, which includes but not limited to:

Items

Removals, Demo and Clearing/Grubbing

Earthworks

Trails and Concrete Slabs

Boardwalks, Viewpoints and Culverts

Amenities and Furnishings

Landscaping

Restoration


Starting Wednesday, May 5, 2021, Tender Documents, Drawings and Addenda (if applicable) may be downloaded from Alberta Purchasing Connection (APC) and from the BuildWorks Canada electronic plan room websites. Please be aware that it is the Bidders responsibility to obtain all addenda from the websites if the original contract documents are obtained from either APC or BuildWorks Canada.

Bidders are completely responsible for ensuring that their bids reach the correct final location prior to the bid submission deadline. Fax, email and other non-hard copy forms of bids or amendments WILL NOT be accepted.

A bid bond or certified cheque for the amount of ten percent (10%) of the Tender Price is to accompany each Tender. Submission of a Tender by the Bidder gives the City the right to require the Bidder to execute the Contract and to perform the Work as set out within the Tender Documents. Tenders may not be withdrawn at or after the Tender submittal deadline and will be irrevocable and open for acceptance by the City for a period of sixty (60) days following the Tender submittal deadline.

The bidder acknowledges and will be willing to accept the role of Prime Contractor pursuant to the Occupational Health and Safety Act requirements and by submission of a bid acknowledges that it has the capability of fulfilling this requirement.

The City reserves the right, without prejudice, to reject any or all Tenders.

James Allan, ISL, by email jallan@islengineering.com. Inquires will be accepted until Friday, May 21, 2021 until 12:00 noon, local time. Questions received after this time will not be responded to.


Mandatory

At least one representative from all Bidders shall attend the mandatory pre-tender meeting, time and location specified below. Each representative shall sign-in at the meeting to confirm attendance. Tenders received from Bidders that did not attend the mandatory pre-tender meeting will be rejected and returned to the Bidder unopened.

Time & Location of Mandatory Pre-Tender Meeting:

The mandatory pre-tender meeting will be conducted virtual via MS Teams on Thursday May 13, 2021 at 10:00 am MST. Interested bidders are to contact James Allan at jallan@islengineering prior to May 13th and request meeting invite link. It is the bidder’s responsibility to be able to connect to the virtual mandatory pre-tender meeting.
