What's Happening

On December 12, 2024, the City of St. Albert, in collaboration with the RCMP, will conduct a full-scale emergency preparedness exercise simulating an active shooter and mass casualty event. 

What is happening, exactly? 

The exercise will take place from 7 a.m. to 6 p.m. at two City of St. Albert facilities. The exercise will primarily take place at the City’s Jack Kraft facility, where most of the police presence and any associated loud noises will occur. There will also be some supporting activities and police presence in and around Servus Credit Union Place; however, these will be limited compared to the activity at Jack Kraft. The exercise will involve a significant number of first responders, police and emergency vehicles, drones, a helicopter, and controlled loud noises as part of the training. Mock casualties and mock evacuees will be transported from Jack Kraft to Servus Place for simulated medical treatment and investigative interviews.  

Rest assured this activity is all part of the exercise and there is no cause for alarm. 

Who will be involved? 

The coordinated response will involve the City of St. Albert’s Emergency Management branch, Municipal Enforcement Services, Health and Safety branch, Emergency Social Services, St. Albert Transit, Public Operations and St. Albert Fire Services. City teams will work collaboratively with the Royal Canadian Mounted Police (RCMP), Occupational Health and Safety (OH&S), Alberta Emergency Management Agency (AEMA), Alberta Health Services (AHS), Emergency Medical Services (EMS) and a representative from the Sturgeon Hospital. 

What is the purpose of the exercise? 

The collaborative exercise will test our various response protocols for situations involving active shooters, mass casualty, and investigative elements. As a key component of our emergency preparedness, this exercise provides essential training for City personnel and key community partners, ensuring our ability to respond effectively and safely to critical incidents. 

The exercise’s main goals are to strengthen coordination, communication, and resilience among all participating teams. By working through realistic, high-stress scenarios, participants will identify potential gaps in response procedures, improve interagency communication, and enhance our collective readiness to protect the St. Albert community. 

Service Impacts 

The exercise has been designed to minimize the impacts on nearby residents and businesses and to avoid service disruptions as much as possible.  

Servus Credit Union Place 

All programs and activities at Servus Credit Union Place will continue as scheduled. Patrons may see police officers, mock evacuees and mock casualties in the building. The North Parking Lot will also be blocked off, as it will serve as the staging area for the exercise. 

Dodger Dog Park 

The park will remain open and can be used as usual. Please note that access will only be available from the north gate. The south gate will be closed due to the use of the North Parking Lot as a staging area. 

Mike Mitchell Recycling Depot 

The depot will be open to the public and will maintain its regular operational hours, which are from 12 to 8 p.m. that day.  

Jack Kraft Facility 

The facility will be closed to the public that day. We apologize for any inconvenience.
