Invitation
An exciting opportunity to celebrate community, creativity and care for the environment exists at The City of St. Albert! The City is inviting Alberta-based artists to submit qualifications for the painting of a mural on an office seacan at the Mike Mitchell Recycling Depot.
We are seeking an artist or artist team who can create an artwork that highlights the importance of recycling, protecting nature and working together for a healthier community.
The chosen artist or artist team will be required to engage in-person with staff and users of the local recycle yard to understand shared values of sustainability.
Artist Fee: $18,000 + GST (inclusive of materials).
Accessibility

Eligibility
This opportunity is open to visual artists residing in Alberta. Artists are expected to collaborate effectively with the project team to coordinate and facilitate community engagement, concept development, and the creation of the mural.
Preference will be given to artists who have demonstrated experience in muralism, working collaboratively with project teams and managing similar sized budgets.
Selection Process
All eligible submissions are reviewed by a selection committee and are stewarded by City staff. Selection Committee members are chosen on a project-by-project basis to reflect the artistic and cultural communities who live, work or play in proximity to the proposed artwork.
Submissions will be rated out of a possible 90 points, according to the evaluation criteria below.
The selection committee has the right to not award any of the submissions and The City reserves the right to cancel/reissue this opportunity at any time.
Evaluation Criteria
The artwork will be selected though a one-stage selection committee process. The Selection Committee will include visual arts professionals and community members. All decisions of the Selection Committee are final. Only the successful artist will be contacted. Artists will be evaluated as per the following criteria for a total of 90 points:
- Understanding of the project: 30 Points
- Why this opportunity appeals to the artist.
- How the artist’s background and practice will contribute to this project.
- Project experience: 30 points
- Demonstrated experience with community engagement.
- Demonstrated experience painting large-scale artworks.
- Demonstrated ability to collaborate with project teams, work to a schedule and deliver a project on budget.
- Artistic practice: 30 points
- Artist statement.
- Artists CV and up to 10 images of past work.
- Demonstrated artistic excellence in muralism, contemporary art practice, demonstrated flexibility of practice and responsiveness to contextual opportunities.
Submissions will only be considered if received before the submission deadline on April 26, 2026 at 23:59 MST.
Compensation
The artist or artist team will be paid a total of $18,000 + GST for the development of their concept, materials and painting of the mural. They will be paid based on the deliverables listed within their Scope of Work.
For those residing 75 kilometres or more outside of St. Albert, $2000 is available for travel and accommodation expenses, in addition to the project budget, should you be the successful applicant.
The City is responsible for prepping the seacan prior to the artist or artist team beginning their mural.
Project Description and Goals
The successful artist will create a mural that adds visual interest to the Mike Mitchell Recycling Depot after engaging with staff and users of the facility. The mural will span the entirety of the seacan; the door can be included as well as the window frames. The mural is temporary and expected to last between 15 and 20 years.
The project is intended:
- To create a mural that aligns with stewardship and the environment.
- To bring Public Art into regularly-attended facilities by the community and staff, adding visual interest to an otherwise mundane space.
- To celebrate artists residing in Alberta and encourage community members and visitors to visit the Mike Mitchell Recycling Depot not only to recycle, but also to see something unexpected during their good deed!
Technical Requirements
The artist or artist team will be responsible for the coordination and execution of the painting of the mural within schedules provided. The City of St. Albert will be responsible for the preparation of the seacan prior to painting, including power washing and priming.
Working with the City of St. Albert
To ensure the public art project meets project goals and the requirements of the Public Art program, the artist or artist team will be required to work closely throughout the project with the Visual Arts Coordinator and other internal business partners and community partners.
Before the confirmation of the award, the selected artist or artist team will be required to:
- Complete a Scope and Fee contract defining project deliverables and payment schedule.
- Sign a City of St. Albert Artist Agreement, which includes Artist General Terms and Conditions.
