Opportunity Description:

Sealed Tenders, clearly marked as to content, will be received by the Customer
Services Department, Main Floor at St. Albert Place, 5 St. Anne Street, St. Albert,
Alberta T8N 3Z9 up to 14:00:00 hours, local time on Thursday, April 8th, 2021 for the
SCUP – LANDREX LIFECYCLE REPAIRS AND ROOF REPLACMENT. The time will
be conclusively determined using the National Research Council of Canada Web clock
at:

All tender submissions will be evaluated. The results will not be released until a
contract has been awarded by the City.
The Work to be undertaken is generally described as but not limited to;
• Preparation and painting of Water Slide stairs, support structure, flume hardware,
and start platform/stair tread refinishing
• Sauna Floor concrete reparation and rebuild, including complete interior rebuild
of sauna.
• Prepare and paint Landrex Water Play Centre ceiling, trusses, support beams,
miscellaneous components within ceiling, and interior of perimeter walls.
• Removal of EPDM roof and replace with SBS roofing system.
• Repair remaining ¾ of fieldhouse area metal roof joints.
• Electrical systems within pool filtration and pump rooms
• Basement Mechanical Room #B001 concrete ceiling repairs, Exhaust fan
installation, and stair replacement
Starting Tuesday, March 9th, 2021, Tender Documents, Drawings and Addenda (if
applicable) may be downloaded from Alberta Purchasing Connection (APC) and from
the BuildWorks Canada electronic plan room websites. Please be aware that it is the
Bidders responsibility to obtain all addenda from the websites if the original contract
documents are obtained from either APC or BuildWorks Canada.
Bidders are completely responsible for ensuring that their bids reach the correct final
location prior to the bid submission deadline. Fax, email and other non-hard copy forms
of bids or amendments WILL NOT be accepted.
A bid bond or certified cheque for the amount of ten percent (10%) of the Tender Price
is to accompany each Tender. Submission of a Tender by the Bidder gives the City the
right to require the Bidder to execute the Contract and to perform the Work as set out
within the Tender Documents. Tenders may not be withdrawn at or after the Tender
submittal deadline and will be irrevocable and open for acceptance by the City for a
period of sixty (60) days following the Tender submittal deadline.
The bidder acknowledges and will be willing to accept the role of Prime Contractor
pursuant to the Occupational Health and Safety Act requirements and by submission of
a bid acknowledges that it has the capability of fulfilling this requirement. Additional
lifecycle scopes of work will be ongoing in parallel with the scope of work outlined in this
tender (further described in Section 00 73 00 – Supplemental Conditions). Bidder will
be considered Prime for the entire facility while work is taking place, therefore some
coordination with other parties will be required.
The City reserves the right, without prejudice, to reject any or all Tenders.

Inquires will be accepted until Friday, March 26th, 2021 until 12:00 noon, local time.
Questions received after this time will not be responded to.
Due to COVID-19 protocols, optional pre-arranged site orientations will be offered.
Prospective Bidders must confirm their intention to attend (no later than 4:00PM March
12th) with Project Manager Karsen Zwiers, City of St. Albert, by email:
Kzwiers@stalbert.ca. Three tours will be arranged between 9:00AM-10:00AM on
March 16th, 17th, and 18th and scheduled on a first-notified, first-serve basis. When
bidders submit their request, please list the 3 days in order of preference, bidders will be
assigned based on the order that the requests are received.
A maximum of one attendee per organization will be allowed to ensure the safety of the
site visit. Groups will be limited to five each to ensure proper social distancing.
All bidders attending the optional site orientation will be expected to conform to the City
of St. Albert COVID-19 protocols which will be provided once the orientation date is
confirmed.
