What would it take to change our solid waste bylaw to require multifamily residential to provide organics and recycling? Much like what Leduc has recently done:

I realize EPR is going to bring in the recycling for some products, but I am interested in providing the same level of service that single family homes currently have.

What bylaw changes would be required to also force source separation for the ICI sector?
