Feasibility of a St. Albert ECO Centre

Since the opening of the Mike Mitchell Recycle Centre, has there ever been an investigation into the feasibility of making the Centre into a full-scale ECO Centre, similar to those found in Edmonton. If so, could you please resend this information to Council, if not, please advise if an information request or a budget information request would be the most appropriate first step to determine the feasibility and cost of establishing a St. Albert ECO Centre.
