Household Wastewater Rates

During the November 1, 2023 Committee of the Whole budget meeting, it was noted that the household wastewater rates are charged based on 80% of the water used, but are charged at a "higher rate" to account for the City paying wastewater treatment on 100% of the water provided by Epcor. It was noted that this 80% was established for "optics and public perception". Please advise if this is correct? Also, please advise if charging a lower rate for 100% (vs 80%) of water used would be a more straight-forward approach and if there are any implications in making this change. Information would be helpful to draft a Notice of Motion.
