What is the 2023 overtime in Fire & Emergency Services compared to 2020, 2021 and 2022 - is it the same, or trending in a different direction? And what is the plan to reduce the overtime expenses in fire services, which were almost a million dollars in 2023, without just hiring more staff? What is or when do you expect to have the plan to address the overtime financial demands when Firehall #4 opens and there are less staff to handle the fire operational demands across the four firehalls?
